The speech files follow the session dates of Congress and are arranged in chronological order, beginning with 1984. Sub-topics are designated, but without general headings. They encompass every general topic described under CONTENT SCOPE of the Finding Guide. The speeches are displayed on either note cards or in a memo-like format. Several of the files contain background materials, such as correspondence, memoranda, press releases, and reports relating to the speech. Many local (Ventura County, CA) events are documented within the files.
